The RIV
Broccolini officially broke ground on The RIV in August 2026, with construction now underway. The project was originally planned as a condominium development but was repositioned as purpose-built rental after being paused due to market conditions.
Broccolini now describes the project as a 37-storey mixed-use rental building with more than 350 rental homes, a geothermal energy system and new publicly accessible open space, with completion targeted for 2029.
Some City records still reflect the earlier approved 34-storey, 388-unit development. The related Site Plan Control application remains under review, and the City is also processing a City-initiated Zoning By-law Amendment to amend the existing Section 37 schedule to require an EarlyON child and family centre in the building.

Site area: 1,553 sq. m.
Building form: Current plans are for a 37-storey mixed-use purpose-built rental building. The earlier City-approved development was 34 storeys; the current 37-storey rental version reflects subsequent design revisions associated with the project’s conversion from condominium to rental.
Total GFA: The City-approved 2022 development contained approximately 23,669 sq. m total GFA, including approximately 23,389 sq. m residential GFA and 280 sq. m non-residential GFA; approximately 15.2 FSI. Updated GFA and density figures for the current 37-storey rental version have not yet been publicly confirmed.
Residential units: More than 350 purpose-built rental units are planned under the current Broccolini development. The previous City-approved plan contained 388 units, including seven replacement rental units.
Unit mix: The complete unit mix for the revised purpose-built rental development has not yet been publicly confirmed. The seven secured replacement rental units consist of three one-bedroom units, one two-bedroom unit, one three-bedroom unit, and two four-bedroom units.
Non-residential space: Mixed-use development with ground-floor non-residential space. The City-approved 2022 development included approximately 280 sq. m of non-residential GFA. The current revised amount has not yet been publicly confirmed.
Parking/loading: City-approved/site-plan materials for the earlier development identified 106 vehicle parking spaces, approximately 390 bicycle parking spaces and one Type G loading space. Updated totals for the revised rental development have not yet been publicly confirmed.
Key planning context: The original 2017 proposal was for a 38-storey, 410-unit residential building and was refused by City Council. The applicant appealed to the Ontario Land Tribunal, and a revised development was ultimately approved through a settlement process. City Council approved demolition of seven existing rental units in 2022 subject to their replacement within the new building and tenant protection requirements. Construction plans were subsequently paused due to market conditions before Broccolini repositioned the development from condominium to purpose-built rental in 2026. Construction is now underway. A related Site Plan Control application remains under review, while a separate City-initiated zoning amendment is being processed to require an EarlyON facility in the building.

May 26, 2026: Virtual community consultation held on the City-initiated zoning amendment to require an EarlyON child and family centre in the development.
Aug. 2026: Broccolini officially marked the groundbreaking of The RIV, with construction underway.
