CORKTOWN

4 Gilead Place

Toronto City Council formally refused the Official Plan and Zoning By-law Amendment application for 4 Gilead Place on July 30, 2026, following Toronto and East York Community Council’s adoption of the staff refusal recommendations earlier that month.

The City issued its Notice of Refusal on August 11, 2026, with an appeal deadline of August 31, 2026. The applicant subsequently appealed Council’s refusal to the Ontario Land Tribunal.

City Council has already authorized the City Solicitor and appropriate City staff to appear before the OLT in support of the refusal.

Site area: 1,232 sq. m.

Building form: Proposed 20-storey residential building at 80.5 metres including mechanical penthouse.

Total GFA: Approximately 14,258 sq. m residential GFA; approximately 11.6 FSI.

Residential units: 297 total units.

Unit mix: 148 studio/bachelor units, 94 one-bedroom units, 37 two-bedroom units, and 18 three-bedroom units.

Non-residential space: None proposed; residential building only.

Parking/loading: 3 vehicular pick-up/drop-off spaces, 174 bicycle parking spaces, and 1 Type G loading space.

Key planning context: City staff recommended refusal because the proposal did not fit the existing or planned context of the site and surrounding area. Staff raised concerns about the proposed height, massing, setbacks, narrow Gilead Place right-of-way, lack of continuous pedestrian connections, limited public realm, heritage impacts, amenity ratio, and insufficient family-sized unit mix. The site contains a one-storey industrial building listed on the City’s Heritage Register, which the proposal would demolish. Toronto and East York Community Council adopted the staff refusal recommendations in July 2026, and City Council subsequently refused the application. The applicant has since appealed Council’s refusal to the Ontario Land Tribunal, where the City is authorized to defend its decision.
